Cards aggregate governed telemetry, benchmark evidence, and capability profiles. Cost Per Trusted Outcome (CPTO) counts outcomes that met capability requirements, passed policy checks, emitted provenance, and had no unresolved safety flags.

Public cards apply k-anonymity (minimum sample size) and exclude org-private data unless opted in.
